The UN Paris Agreement puts in place a legally binding mechanism to increase mitigation action over time. Countries put forward pledges called nationally determined contributions (NDC) whose impact is assessed in global stocktaking exercises. Subsequently, actions can then be strengthened in light of the Paris climate objective: limiting global mean temperature increase to well below 2 °C and pursuing efforts to limit it further to 1.5 °C. However, pledged actions are currently described ambiguously and this complicates the global stocktaking exercise. Here, we systematically explore possible interpretations of NDC assumptions, and show that this results in estimated emissions for 2030 ranging from 47 to 63 GtCO2e yr−1. We show that this uncertainty has critical implications for the feasibility and cost to limit warming well below 2 °C and further to 1.5 °C. Countries are currently working towards clarifying the modalities of future NDCs. We identify salient avenues to reduce the overall uncertainty by about 10 percentage points through simple, technical clarifications regarding energy accounting rules. Remaining uncertainties depend to a large extent on politically valid choices about how NDCs are expressed, and therefore raise the importance of a thorough and robust process that keeps track of where emissions are heading over time. ; ISSN:2041-1723

Estimates of economic implications of climate policy are important inputs into policy-making. Despite care to contextualize quantitative assessments of mitigation costs, one strong view outside academic climate economics is that achieving Paris Agreement goals implies sizable macroeconomic losses. Here, we argue that this notion results from unwarranted simplification or omission of the complexities of quantifying mitigation costs, which generates ambiguity in communication and interpretation. We synthesize key factors influencing mitigation cost estimates to guide interpretation of estimates, for example from the Intergovernmental Panel on Climate Change, and suggest ways to improve the underlying models. The scale of the decarbonisation challenge to meet the Paris Agreement is underplayed in the public arena. It will require precipitous emissions reductions within 40 years and a new carbon sink on the scale of the ocean sink. Even then, the world is extremely likely to overshoot. A catastrophic failure of policy, for example, waiting another decade for transformative policy and full commitments to fossil‐free economies, will have irreversible and deleterious repercussions for humanity's remaining time on Earth. Only a global zero carbon roadmap will put the world on a course to phase‐out greenhouse gas emissions and create the essential carbon sinks for Earth‐system stability, without which, world prosperity is not possible.

The most recent IPCC assessment has shown an important role for negative emissions technologies (NETs) in limiting global warming to 2 °C cost-effectively. However, a bottom-up, systematic, reproducible, and transparent literature assessment of the different options to remove CO2 from the atmosphere is currently missing. In part 1 of this three-part review on NETs, we assemble a comprehensive set of the relevant literature so far published, focusing on seven technologies: bioenergy with carbon capture and storage (BECCS), afforestation and reforestation, direct air carbon capture and storage (DACCS), enhanced weathering, ocean fertilisation, biochar, and soil carbon sequestration. In this part, part 2 of the review, we present estimates of costs, potentials, and side-effects for these technologies, and qualify them with the authors' assessment. Part 3 reviews the innovation and scaling challenges that must be addressed to realise NETs deployment as a viable climate mitigation strategy. Based on a systematic review of the literature, our best estimates for sustainable global NET potentials in 2050 are 0.5–3.6 GtCO2 yr−1 for afforestation and reforestation, 0.5–5 GtCO2 yr−1 for BECCS, 0.5–2 GtCO2 yr−1 for biochar, 2–4 GtCO2 yr−1 for enhanced weathering, 0.5–5 GtCO2 yr−1 for DACCS, and up to 5 GtCO2 yr−1 for soil carbon sequestration. Costs vary widely across the technologies, as do their permanency and cumulative potentials beyond 2050. Discussions on a long-term global goal to limit climate change, in the form of an upper limit to warming, were only partially resolved at the United Nations Framework Convention on Climate Change negotiations in Paris, 2015. Such a political agreement must be informed by scientific knowledge. One way to communicate the costs and benefits of policies is through a mapping that systematically explores the consequences of different choices. Such a multi-disciplinary effort based on the analysis of a set of scenarios helped structure the IPCC AR5 Synthesis Report. This Perspective summarizes this approach, reviews its strengths and limitations, and discusses how decision-makers can use its results in practice. It also identifies research needs that can facilitate integrated analysis of climate change and help better inform policy-makers and the public.

With the Paris Agreement's ambition of limiting climate change to well below 2 °C, negative emission technologies (NETs) have moved into the limelight of discussions in climate science and policy. Despite several assessments, the current knowledge on NETs is still diffuse and incomplete, but also growing fast. Here, we synthesize a comprehensive body of NETs literature, using scientometric tools and performing an in-depth assessment of the quantitative and qualitative evidence therein. We clarify the role of NETs in climate change mitigation scenarios, their ethical implications, as well as the challenges involved in bringing the various NETs to the market and scaling them up in time. There are six major findings arising from our assessment: first, keeping warming below 1.5 °C requires the large-scale deployment of NETs, but this dependency can still be kept to a minimum for the 2 °C warming limit. Second, accounting for economic and biophysical limits, we identify relevant potentials for all NETs except ocean fertilization. Third, any single NET is unlikely to sustainably achieve the large NETs deployment observed in many 1.5 °C and 2 °C mitigation scenarios. Yet, portfolios of multiple NETs, each deployed at modest scales, could be invaluable for reaching the climate goals. Fourth, a substantial gap exists between the upscaling and rapid diffusion of NETs implied in scenarios and progress in actual innovation and deployment. If NETs are required at the scales currently discussed, the resulting urgency of implementation is currently neither reflected in science nor policy. Fifth, NETs face severe barriers to implementation and are only weakly incentivized so far. Recent calls to do climate policy research with, rather than for, stakeholders have been answered in non-modelling science. Notwithstanding progress in modelling literature, however, very little of the scenario space traces back to what stakeholders are ultimately concerned about. With a suite of eleven integrated assessment, energy system and sectoral models, we carry out a model inter-comparison for the EU, the scenario logic and research questions of which have been formulated based on stakeholders' concerns. The output of this process is a scenario framework exploring where the region is headed rather than how to achieve its goals, extrapolating its current policy efforts into the future. We find that Europe is currently on track to overperforming its pre-2020 40% target yet far from its newest ambition of 55% emissions cuts by 2030, as well as looking at a 1.0–2.35 GtCO2 emissions range in 2050. Aside from the importance of transport electrification, deployment levels of carbon capture and storage are found intertwined with deeper emissions cuts and with hydrogen diffusion, with most hydrogen produced post-2040 being blue. Finally, the multi-model exercise has highlighted benefits from deeper decarbonisation in terms of energy security and jobs, and moderate to high renewables-dominated investment needs.
